Cardano tx builder

The bits of cardano we need for konduit. No more, no less.

Aims

  • Provide an ergonomic interface for handling cardano data.
  • Contain nothing konduit specific.
  • Downstream Konduit tools depend on this crate, and not any pallas crate.
